European tender “Support for international Cooperation in Innovation Policy”
The tender constitutes a service contract with the European Commission (EC) for the provision of support in developing international cooperation activities in the area of innovation policy. The purpose is to support the EC in developing international cooperations in the field of innovation policy.
The acceleration of the internationalisation of Science, Technology and Innovation, together with the expansion of the Open Innovation at the level of firms, have been changing the geography of innovation. This global trend has increased the need for the EU to develop international cooperation in the field of innovation policy to contribute to strengthen Europe’s innovation performance, to create favourable international framework conductive for promoting and protecting innovation, as well as to develop and to diffuse innovative solutions for meeting global challenges.
The exchange of information and experiences as well as informal and formal policy dialogues on innovation policy with EU neighbourhood and Western Balkan countries and with existing and emerging innovation powers among the EU’s main economic and trade partners will contribute to these objectives.
Three main activities will be organised and carried out within the project.
Three Innovation Policy Workshops combined with field study visits are carried out in the innovation power countries USA, China and India. They will help to start and enhance an innovation dialogue with the EU to exchange information and experience and to create informal and formal platforms to discuss innovation policy. The aims of the workshops are to showcase the potential and the opportunities, to tackle the obstacles and dangers, to identify the areas for policy intervention and to showcase good practices in innovation policy and for special sectors.
Three Innovation Instruments Workshops are carried out, focussing on EU Instruments supporting innovation policy. They are planned for the former MEDA countries (Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Occupied Palestinian Territory, Syria and Tunisia) and TACIS countries (Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine and Russia) and today’s Western Balkan countries (Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro and Serbia). Innovation plays a key role, as it supports economic development and thus promotes stability in these regions. The aim of the innovation instruments workshops is to increase the capacity of those countries in regards to innovation by introducing the instruments offered by the EU.
Additionally, three missions are performed to these countries. Their target is to spread good practice examples in EU innovation policy making and to explore opportunities for further cooperation with third country partners.
Steinbeis-Europa-Zentrum coordinates the tender activities. It is responsible for the organisation of the Innovation Policy Workshop in India and the workshops and missions in TACIS and the Western Balkan as well as for the overall project management.
