EU-project ForTransRIS - Drafting a new model of trans-regional Foresight to improve and coordinate regional innovation strategies and systems in Europe

The main goal of the ForTransRIS project is to contribute to the improvement of regional innovation strategies and systems and their coordination among regions by developing and testing a new model of trans-regional foresight. During the project, regional partners will be supported in the form of workshops, surveys and interviews in designing their foresight processes so that they suit regional framework conditions. They will be also guided through their subsequent implementation.

The project partners are public administrative bodies (Stuttgart region, Navarra region, Stockholm County, Liguria region, Bretagne region) as well as European innovation and Foresight experts (Steinbeis-Europa-Zentrum, OPTI, Fundacion INNOVA, Fondazione Rosselli, inno AG, CM International). In the context of ForTransRIS, the SEZ plays a role as an expert on regional strategy development and foresight processes. Specifically, the SEZ:

  • assumes the design of the trans-regional foresight process (including scenarios and roadmaps),
  • advices the Stuttgart Region Economic Development Corporation (WRS) on the methodology and guides the testing of the model in the Stuttgart region.

By means of the trans-regional approach, the activities of the project partners will be combined and further developed. In the beginning of the project, an analysis of the five regional innovation systems was carried out by using a structured questionnaire. In addition, opportunities and challenges for knowledge and technology transfer within and among regions, which (can) result from trans-regional cooperation were identified. Then, all results were compiled and evaluated by the regional actors in their regions by taking into account their future relevance and probability of entrance.

Based on the evaluation results, one trans-regional as well as five regional scenarios are developed. The scenarios display how knowledge and technology transfer within and among the regions could look like and be facilitated by transregional activities in the future. Based on the scenarios, roadmaps are developed, which will display very concretely, how each region can improve its innovation system by drawing on the knowledge of all other regions and cooperating on knowledge and technology transfer issues. Based on this, a set of measures will be proposed to help regional decision-makers make their regional innovation systems and policies more viable and competitive in the future.
